I'm not too sure who this guy is, but he's marked 1987 Columbia Pictures on his bottom. He has the Ghostbusters "no ghosts" on his left shoulder. When you push down on the arm that looks a bit "dislocated" his tie flies upward, his neck pops upward and his jaw drops open. (Must be a REALLY painful dislocation). He's a little worn and dirty, but he still does what he was intended to.
